"Specify either a Tax or Tax Exemption" on payroll journals

This one is the mirror image of the BAS exclusion error, and the fix goes the opposite way.

One of the accounts your payroll journal writes to has Track Tax on this account switched on. Payroll journals don't carry a tax code, so Zoho Books blocks the journal whenever an account insists on one. Zoho reports it as error 110819 if you see the code.

The fix

In Zoho Books go to Accountant > Chart of Accounts. Click the gear icon beside the account you want to change — not the account name, and not Edit. Zoho's own guide to reaching those settings is here.

Switch Track Tax on this account off and save.

It's worth being specific about the gear icon, because more than one customer has told us the toggle isn't there. If you've been looking on the Edit screen, that's why — it's a different menu.

Tax tracking off is the standard setup for payroll journal accounts, so you're not giving anything up here.

If the toggle isn't there

It only shows on account types that support tax tracking. If you've opened every mapped account and none of them have it, the account causing the problem is probably one you haven't thought of. Tell us and we'll identify it from the error log rather than have you hunt through the chart of accounts.
